Issues with the Days of Summer (aka Panda Quests) flagging will be fixed with the patch this coming Tuesday. Until then, you may not be able to shop with alts, you may or may not be able to buy the week 9 stuff even on the one who finished the week 9 quest, etc. Hang on until Tuesday, and it should get sorted out.
From my experience the recipe just saves in your mortar and pestle once you attempt a new poison. I just look up the recipes online and make them from there. There may be books or something in game with how to make certain poisons but that's past my (rather limited) knowledge in poison making. Stillwaters' Guide to Tradeskills WIS, DEX (dexterity applies only to fletching and poison making), or STR (applies only to blacksmithing), depending on whichever is highest. This increases the likelihood of successful combines. that trivial list on EQTraders also will show combines which don't count towards the list to get you to 350
